...a law that was unfortunately not passed by the Arizona State Legislature this year. I would actually argue that the law not only makes cycling just as safe, but actually safer since it encourages cyclists to use side streets as opposed to larger, unsafe roads like Speedway or Golf Links Road.

This is pretty much how I ride now. I wish it were legal though so I wouldn't have to worry about fines, and perhaps if the people who feel it necessary to pull up beside me and yell the laws at me, or even swerve into the bike line to emphasize their point, would find something else to do with their energy.
I'm with you on that. The only place I don't ride like that is near the University, since UAPD is extra-vigilant about enforcing those laws, or at least for cyclists.
